I am writing to express my enthusiastic support for Tana Toly for City Council and Ryan Dickey for mayor in the upcoming election. Having worked closely with them for the past four years in my role as deputy city manager, from 2020 to earlier this year, I can confidently say they are thoughtful, respectful and solution-driven leaders who care deeply about the future of Park City.
Throughout my career leading nonprofits and government entities, I’ve never encountered a team as hardworking, passionate and committed as the staff at Park City Municipal.
And yet, in recent years, this team has been forced into a state of uncertainty and paralysis, not because of their capability, but because of inconsistent and fear-based micromanaging from some council members.
It’s frustrating for the community to see projects stall and lose momentum. It’s equally frustrating for the staff. What’s even more damaging is when council members change their minds in the 11th hour — after months of meetings, staff hours and community input or ask for “more discussion” when they’ve already had every opportunity to make an informed decision.
This kind of dysfunction doesn’t just slow progress. It demoralizes those doing the work.
If you’re feeling that Park City is stuck, take a look at the City Council’s voting record. You’ll see a clear pattern: Tana and Ryan consistently vote to move critical projects forward, while others obstruct, delay or derail progress.
Tana and Ryan lead with trust, respect and clarity. When city staff feel safe, supported and empowered, they perform at their highest level.
That’s the kind of environment Tana and Ryan foster. And that’s exactly what Park City needs to keep moving forward.
