We are homeowners at King’s Crown, representing both deed-restricted and market-rate units. What’s happening inside our building should be a warning to Park City; mismanagement at the HOA level is putting residents and taxpayers at risk, and the city’s affordable housing program is failing the very people it is supposed to protect.
At the center of the problem is one of our HOA officers, Diego Zegarra, who throughout his term has been negligent and exclusionary. He champions affordable workforce housing in public, but his treatment of our building tells a different story.
Serious problems go unaddressed, get worse, and more expensive to fix every day. Homeowners continuously voice concerns and ask for documentation and transparency.
Diego refuses to provide concrete support and won’t put anything of consequence in writing. He tries to conduct board business via “quick chat” over the phone and calm people with false promises. He fails to properly follow the building declarations and fails to send meeting notices in accordance with the declarations.
Diego’s lack of transparency has caused undo stress and division among residents. Everyone is now facing a new assessment that some of us can’t afford. Our HOA reserves are nearly gone, and several accounts payable are overdue by 90+ days. When asking Diego for HOA board meeting minutes, he doesn’t produce them as legally required. There is no disclosure of board approvals, invoices, and contracts, which contradicts our HOA bylaws and the fiduciary duty Diego is legally obligated to.
The HOA board claims a deep accounting dive was done in July or August, but no one has seen it. We asked Diego again last week to provide this in advance of an emergency meeting he wants to schedule for the assessment vote, but he has failed to share anything. He shifts blame to our property management company, which the board recently fired, despite failing to provide evidence of disputed billings.
It appears Diego cares more about campaigning for City Council than he does his HOA duties and neighbors. Who he is on the campaign trail is exactly who he is at Kings Crown — a manipulator who doesn’t do the work and simply tells people what they want to hear. Diego does not deserve the public’s trust in stewarding a much larger municipal budget or an affordable housing program that currently prioritizes urgency and unit goals over quality of life and equity for tenants.
Enough is enough. Park City must stop enabling negligence and start protecting the people who live here, and we must elect leadership that is honest, accountable and proactive.
Diego Zegarra’s leadership at Kings Crown is a case study in failed management. Instead of protecting residents, he has violated our trust and put our homes and families at risk. He has left our building a mess, and he will do the same with our city.
