The North Summit Fire District responded to the Three Mile Landfill on Sunday after dispatch received reports of heavy black smoke in the area.

Crews excavated about 15 feet of the landfill and are monitoring the situation. Officials suspect someone left smoldering construction material at the site.

As of Tuesday, the fire was considered contained. However, smoke will still likely be visible over the next several days.

At 6:33 p.m., a 2004 Oldsmobile Alero was traveling west on the Mirror Lake Highway just east of South Summit High School when he reportedly veered off the road and hit a tree, Sgt. Jed Jorgenson said.

The man was transported to the University of Utah Hospital in a medical helicopter with a suspected broken femur. He was wearing a seatbelt and air bags were deployed.

He was cited for driving under the influence of alcohol and failure to operate within his lane.

As of Tuesday at noon, the Summit County Search and Rescue team was looking for a missing Arizona man after he failed to return from a hike near the Crystal Lake area of the Uinta-Wasatch-Cache National Forest.

At around midnight, the Sheriff’s Office received a report from the family of Melvin Heaps, age 74, after he did not return from a day hike. Heaps has family in the Salt Lake Valley. He was last seen on July 31.

Lt. Andrew Wright described Heaps as an experienced hiker, somewhat familiar with the area. Wright said he had been in the area two years prior.

“He normally is back when he says that he will be back,” Wright said. “They called us right before midnight and we activated Search and Rescue. … Operations are currently underway.”

Deputies located Heaps’ vehicle at the Crystal Lake Trailhead. Search and Rescue teams are utilizing dogs, horses and the Utah Department of Public Safety helicopter to assist in the search. The DPS Dive Team is also on standby, Wright said.

Heaps is believed to be wearing a long-sleeve shirt, with blue jeans and suspenders. He typically hikes wearing a straw hat. He has brown hair, blue eyes and weighs 175 pounds. He is 5’9”.

Deputies were originally responding to a domestic violence incident at a hotel in the Kimball Junction area on Saturday when they noticed drug paraphernalia and counterfeit money in plain view in the suspects’ room, according to the Sheriff’s Office.

A report states deputies secured a search warrant for the room and a vehicle belonging to the suspects. They found numerous laptops, printers, scanners and counterfeit $20 and $100 bills. A skimming device, commonly used to gather information such as credit card data, was also found in their possession.

Kari Redmond, age 37, of North Dakota, and Christopher Ooka, age 32, of Utah County, were each arrested for outstanding warrants and preliminarily charged with possession of a forged writing device, which is used to print fraudulent checks and currency; forgery; possession or use of drug paraphernalia; produce, manufacture, or dispense, or to possess with intent to produce, manufacture, or dispense, a controlled or counterfeit substance; providing false information to a police officer; and unlawful possession of another person’s identification documents.

Christepher Olheiser, age 19, of North Dakota, was arrested for an outstanding warrant and preliminarily charged with possession of a forged writing device; forgery; possession or use of drug paraphernalia; and produces, manufactures, or dispenses, or to possess with intent to produce, manufacture, or dispense, a controlled or counterfeit substance.

Lt. Andrew Wright said a case of this size in the community likely means people are passing through and setting up operations to take advantage of residents and businesses.

“That is concerning to us because they are coming here and preying upon our community members and then, most likely, packing up and moving to the next community,” Wright said. “It was a very intricate operation where they were printing their own currency and checks.

“We are super proud of our deputies and the fact they were able to take three alleged criminals off of the street and get them out of our community, while holding them accountable for what they have done here and in other locations,” he said.

Wright said the U.S. Secret Service, along with other federal authorities, have been notified of the incident and may be conducting a separate investigation.

According to the Sheriff’s Office, deputies responded to several other calls between Monday, June 19 and Sunday, June 25, including a report of a missing person.

A 62-year-old woman was found unresponsive by her daughter at her home in the Kimball Junction area. Life-saving measures were attempted by medical personnel, but she was later pronounced deceased.

Deputies responded to a report of an assault in the Kimball Junction area after a man claims he was punched by another man. The victim reportedly suffered a broken jaw and was transported to a Salt Lake area hospital by a friend. Deputies were unable to locate the suspect. An investigation is ongoing.

A Basin man reported a laptop and $500 in coins had been taken from his vehicle while it was parked in his driveway.

A Basin woman reported that $400 in cash had been taken from her vehicle while it was parked in her driveway.

Thursday, June 22

A Basin woman’s friend transferred money into her bank account. However, she used a fraudulent check. An investigation is ongoing.

A woman left her wallet on her car while getting gas at a convenience store in the Kimball Junction area. Her credit card was reportedly used at two stores in the Salt Lake area.

Extra law enforcement surveillance has been requested along Old Lincoln Highway because dispatch has received several complaints about speeding.

Deputies stopped a vehicle on State Road 224 and arrested the driver for an outstanding warrant.

Employees at a business in the Kimball Junction area contacted dispatch after a man attempted to take items without paying for them. He was arrested and preliminarily charged with retail theft.

Tuesday, June 20

Deputies arrested a man at a convenience store on State Road 224 for an outstanding warrant and driving on a suspended license.

Deputies responded to a potential domestic violence incident involving a gun between a man and a woman in the presence of a one-month-old infant at a North Summit home. However, deputies did not observe any evidence of a crime and no arrests were made. The case will be sent to the county attorney’s office and screened for charges.

Dispatch received a report that a man became separated from his friend while hiking near Crystal Lake at around 11 p.m. Summit County Search and Rescue responded and located the man around 2 a.m.

A Texas man was apprehended at gunpoint Sunday morning after leading law enforcement officials on a foot pursuit through the Newpark area in Kimball Junction, according to the Utah Highway Patrol.

Zacharey Starkey, 25, of Kerens, Texas, was arrested and booked into the Summit County Jail. He was preliminarily charged with vehicle theft, resisting/interfering with arrest and a traffic offense, according to a report. Starkey also had several outstanding warrants for various weapons charges.

At 9:50 a.m. Sunday, June 25, a deputy with the Summit County Sheriff’s Office ran a records check on a White Pontiac G6 traveling westbound on Interstate 80. The vehicle was registered in Texas and listed as stolen, a report states.

Jake Butcher, with the Utah Highway Patrol, spotted the suspect’s vehicle as it was exiting the Interstate at Kimball Junction, but he did not immediately attempt to pull him over. As Butcher waited for assistance from other agencies to stop the vehicle, he saw the suspect pull into a parking stall in Newpark, a report states.

Butcher activated his emergency lights and ordered Starkey to exit the vehicle with his weapon drawn, according to a report. The suspect initially complied, but then fled on foot through the shopping complex initiating a response from the Sheriff’s Office, Park City Police Department and the Department of Public Safety, in addition to UHP.

A Department of Public Safety helicopter located Starkey in a ditch surrounded by tall grass and notified officers, a report states.

As he was taken into custody, officers noticed he had suffered minor injuries to both of his legs while fleeing. He was evaluated by medical personnel and released before being taken into custody.

Employees at a business in the Kimball Junction area contacted dispatch after a fraudulent transaction was made in the store. Deputies located the suspects in the parking lot and found several stolen credit cards, driver’s licenses and stolen items in their vehicle. The owners of the items were contacted and had reported the burglaries to the Park City Police Department earlier in the day. Deputies arrested a woman and preliminarily charged her with three counts of credit card fraud. A man was also arrested on preliminary charges of use and/or possession of a drug presumed to be heroin, possession of paraphernalia and three counts of credit card fraud.

Employees at a business in the Kimball Junction area contacted dispatch after witnessing a man take several items without paying for them. Deputies located the suspect in the area and arrested him on preliminary charges of theft. He was also identified as a suspect in another case that occurred last month. Additional charges are pending in that case.

Friday, June 16

Deputies responded to a location in the Basin after dispatch received a report about an alleged assault that occurred at a business. Several people witnessed the incident, but refused to provide a statement.

Deputies stopped a vehicle traveling on State Road 32 and arrested the driver on preliminary charges of driving on a revoked license, failure to install an ignition interlock device and speeding.

Employees at a business in the Kimball Junction area contacted dispatch after several items were taken from the store. Deputies stopped the suspects’ vehicle, found the stolen items and arrested a man and a woman for several outstanding warrants and preliminarily charged them each with providing false information to a peace officer, possession of a drug presumed to be heroin, possession of a drug presumed to be methamphetamine, possession of marijuana and possession of paraphernalia. Another woman was arrested on preliminary charges of providing false information to a peace officer, possession of heroin, possession of methamphetamine, possession of marijuana, possession of paraphernalia and retail theft. A third woman was arrested on preliminary charges of possession of heroin, possession of methamphetamine, possession of marijuana and possession of paraphernalia.

Deputies responded to an alleged domestic violence incident that occurred between a man and a woman in front of their four-month-old child last month at a home in the Kimball Junction area. The victim and the suspect gave conflicting stories so the case will be sent to the county attorney’s office for screening.

A computer laptop that disappeared last month was reported stolen. An investigation is ongoing.

Sunday, June 11

Dispatch received a report that a woman who had been renting a room in a South Summit home was not honoring the rental agreement. Deputies arrested the suspect on preliminary charges of forgery, assault, disrupting a communication device, possession of a controlled substance and possession of drug paraphernalia.

Deputies were searching for an individual who was involved in an altercation at a residence in the Kimball Junction area. The suspect was located in Park City and issued a citation for simple assault.

At around 8:18 p.m., the red Ferrari was heading westbound on State Road 248 and reportedly was traveling above the posted speed limit, according to Sgt. Bryce Rowser. The Ferrari attempted to turn westbound onto the U.S. 40 ramp when it struck a Jeep Grand Cherokee traveling eastbound on S.R. 248 that was also attempting to enter the westbound on-ramp.

The 75-year-old driver of the Ferrari was ejected and did not appear to be wearing a seatbelt, Rowser said. The 21-year-old driver of the other vehicle was restrained. Both were transported via ambulances to Park City Hospital. The extent of their injuries is unknown.

Rowser said the driver of the Ferrari is being investigated for reckless or aggressive driving, in addition to the speeding.

Summit County Service Area No. 3, Snyderville Basin Water Reclamation District and South Summit Fire Protection District have seats that will be up for election. The filing period to declare as a candidate is from June 1 through June 7.

Service Area No. 3

Service Area No. 3 covers Silver Creek Estates, which occupies the area surrounding the intersection of Interstate 80 and U.S. 40. The service area has jurisdiction over water rights, 22 miles of roads, and trails and parks. Properties within the development are identified as being in either the upper or lower precinct. Those in the upper precinct have lots that are 10 acres or more. Lower precinct lots contain less than 2.5 acres.

The Board of Trustees consists of a seven-member volunteer board that meets monthly. Three board seats are available, including one in the upper precinct and two seats from the lower precinct.

Snyderville Basin Water Reclamation District

The Snyderville Basin Water Reclamation District services approximately 102 square miles in Western Summit County, including Park City and the Basin. The District has two reclamation facilities, 12 pump stations and more than 260 miles of pipelines for collecting and treating wastewater.

Two board of trustee seats will be on the ballot, representing Park City and the Basin.

South Summit Fire Protection District

One seat is available on the fire district’s advisory board.

Candidates can file for an open seat with the respective districts.

Their only reward? Seeing the tears and hugs when you are reunited with your loved ones.

It is impossible to repay that kind of selfless dedication. But now there is something that you can do to ensure Utah’s Search and Rescue volunteers have the best training and the best equipment possible. Last week, the Governor’s Office of Outdoor Recreation activated the long awaited Utah Search and Rescue Assistance Card which, for an optional fee, guarantees you won’t be billed for that unplanned extrication.

The cost of the card is $25 per year for an individual, or $35 for a family, and covers all nonmedical search and rescue costs. Proceeds from the sale of the cards (100 were sold on the day the website went live) will be collected in a fund administered by the state’s Search and Rescue Advisory Board.

The fund is currently subsidized by boat and recreational vehicle fees, and at the end of each year the money is divvied up to reimburse counties for a portion of their search and rescue training and equipment expenditures.

The reimbursements, though, are meager compared to the real costs involved. And, of course, some counties find themselves shouldering the burden of more lost souls than others — think of those that are blessed/challenged with National Parks, wilderness areas, rugged ski terrain and expansive mountain bike trails. They may have the most to gain from the new program.

Grand and Utah counties, are at the top top of that list. But Summit County’s Search and Rescue experts see plenty of action, too, and if local residents embrace the USARA Card program, the proceeds will benefit their hometown team as well as search and rescue squads throughout the state. That means, whether you are backpacking in the Uintas, carving fresh powder in the Wasatch, rock climbing in Zion or wandering in Waterpocket Fold, and need help, they are likely to find you faster and get you home more quickly. And they will be safer while they are doing it.

Utah’s Search and Rescue Assistance Card is an important program for a state that takes pride in sharing its majestic natural landscapes. We hopes lots of Summit County residents and their outdoor-adventure-loving guests will support it.

Deputies responded to a domestic violence incident between a man and a woman involving a knife at a South Summit home. The woman was arrested and preliminarily charged with aggravated assault and intoxication. The man refused medical treatment at the scene.

Deputies performed a welfare check on a woman at a home in the Basin after a man claimed she was potentially suicidal. Medical personnel responded and the woman was released. She was cited for possession of marijuana and paraphernalia.

A business in the Basin contacted dispatch after a man failed to pay for repairs on his vehicle and took his truck using a spare key.

Someone stole a Ruger LCR Handgun from a Jeep while it was parked in South Summit.

Dispatch received a report about a domestic violence incident between a man and a woman near a school in the Basin. Deputies were unable to locate the woman, but determined no crime had occurred. An investigation is ongoing.

A 30-caliber suppressor was reportedly taken from a North Summit property sometime over the last four months.

Dispatch received a report about a woman who is staying in her vehicle in the Uinta-Wasatch-Cache National Forest exposing herself. Deputies located the woman, however, she wasn’t cited.

Deputies were approached by a passing motorist about a driver traveling on the wrong side of a road in a Basin neighborhood. Deputies stopped the vehicle and the driver was arrested on preliminary charges of driving under the influence of drugs or alcohol.

A man attempted to use a counterfeit $100 bill at a business in the Kimball Junction area, but deputies were unable to locate a suspect.

A Basin man contacted dispatch after someone claiming to be with the Sandy Police told him he was facing charges as a sex offender unless he wired $4,200 through Walmart. The caller identified himself as Detective Barksdale and used several phone numbers. The case is considered closed.

Deputies responded to the report of an intoxicated male in the parking lot of a business in the Basin. He was arrested on preliminary charges of intoxication and transported to the Summit County Jail where deputies discovered he had an injury. He was transported in an ambulance to Park City Hospital and later released with a citation.

A man drove his pickup truck through the main gate of an East Side neighborhood, causing damage to both the gate and the vehicle. The driver was preliminarily charged with obstruction of justice, criminal trespass, disorderly conduct and leaving the scene of an accident.

Monday, May 22

Deputies stopped a vehicle on State Road 224 after discovering the driver had a suspended license for driving under the influence of drugs or alcohol. He was arrested and preliminarily charged with driving on a suspended license.

Employees at a business in the Kimball Junction are contacted dispatch about a man who was allegedly causing a disturbance while trying to return items. He was told not to return to the business.

A man’s vehicle was hit by another vehicle while it was parked at a business in the Basin. An investigation is ongoing.
